Support for Marginalized Individuals for Livelihood and Enterprise (SMILE) scheme was formally launched in Mizoram on 9 October 2025 Social Welfare, Women and Child Development, Pi Lalrinpuii at Administrative Training Institute Auditorium, MINECO, Aizawl. The scheme aims to provide comprehensive rehabilitation for individuals engaged in begging, under the Ministry of Social Justice & Empowerment. At the district level, the Deputy Commissioner will serve as the implementing authority, while Mission Foundation Movement (MFM) has been appointed as the implementing agency for the state.
The project aims to identify individuals engaged in begging and extend to them safe accommodation, medical care, counselling, education, and pathways to secure and sustainable livelihoods. Its primary objective is to help beneficiaries rebuild their lives with improved stability and confidence.
As part of the initiative, MFM will undertake several key responsibilities:
• Survey and Identification: Mapping vulnerable areas, conducting field-level assessments, and creating individual profiles to understand personal circumstances and support requirements. • Outreach and Mobilisation: Approaching people on the streets, offering assistance, and facilitating their shift to designated shelter homes. • Shelter Services: Ensuring access to food, clothing, hygiene supplies, safe housing, and routine health check-ups. • Resettlement and Rehabilitation: Connecting individuals with skill development opportunities, children’s education, healthcare services, and livelihood options. • Follow-up Support: Monitoring beneficiaries after reintegration and providing continued assistance when needed.
The District Administration will supervise the overall programme, coordinate with various departments, and track its progress. MFM will oversee daily operations, manage the shelter facility, and implement all rehabilitation activities.
This initiative demonstrates a collaborative and compassionate approach to assisting individuals living in vulnerable conditions, enabling them to transition toward safer, more secure, and dignified lives under the Support for Marginalized Individuals for Livelihood and Enterprise (SMILE) scheme.
